Retained DPO engagements
Your starting point
Do you need a DPO appointment or senior advice?
Need an external DPO designated?
Explore a formal DPO appointment, with the mandate, independence and capacity agreed in writing.
Already have a DPO, or no designation needed?
Explore senior privacy advisory support. Advice alone does not fulfil a mandatory DPO designation.
Need operational privacy support too?
Explore DPO appointment with separately scoped privacy-office support, keeping oversight and delivery distinct.
Not sure whether designation is required? You do not need to decide before speaking with us. The DPO price anchor is not a fixed package or an advisory-project quotation.
When this service fits
Common situations we support
No suitable senior DPO capability internally
The role needs seniority and independence the organisation cannot justify full-time.
An internal team needs independent support
Legal or privacy colleagues need an independent DPO or a senior second opinion.
Multiple entities or jurisdictions
Several entities, countries or cross-border data flows to oversee consistently.
Growth or change has raised the stakes
Products, processing or markets are expanding faster than privacy capability.
Leadership needs stronger oversight
Executives and the board want clearer reporting on privacy risk and decisions.
Others expect clearer assurance
Procurement teams, customers or regulators are asking how privacy risk is governed.
Service models
Choose the right DPO operating model
Fractional and outsourced DPO arrangements provide access to senior privacy expertise and independent oversight without necessarily requiring a full-time internal appointment. Where IG-Smart is formally appointed as an external DPO, the statutory role, independence and responsibilities are expressly defined. IG-Smart provides a defined DPO mandate—not an open pool of compliance hours—with the independence, access to senior management and clear responsibilities needed for effective oversight and challenge.
Fractional describes the level of capacity provided; outsourced describes an externally delivered service. Either model can include a formal DPO appointment. Senior privacy advisory support without designation is a different arrangement. We document the appointment, responsibilities and service scope at the outset. These are service descriptions, not statutory categories.
Formal external DPO appointment
- Best for
- Organisations that must, or choose to, designate a DPO and want the role delivered externally — on a fractional or fuller-capacity basis.
- Responsibilities & next step
- Responsibilities: independent advice, monitoring, DPIA oversight, challenge, reporting and acting as contact point. Next step: discuss the requirement so the mandate and capacity can be scoped.
- Formal DPO designation
- Yes — a designated DPO is identified for the engagement, with the mandate documented at the outset.
Senior privacy advisory support
- Best for
- Organisations that do not need, or have already made, a DPO designation but want senior privacy judgement, challenge or extra capacity.
- Responsibilities & next step
- Responsibilities: senior advice, second opinion and agreed privacy-governance input. Next step: discuss the requirement to confirm whether designation is needed.
- Formal DPO designation
- No — this is senior privacy advisory support without designation.
DPO appointment with separately scoped privacy-office support
- Best for
- Organisations needing a formal DPO plus hands-on operational privacy capability.
- Responsibilities & next step
- Responsibilities: DPO oversight, with operational privacy work scoped separately so it does not conflict with that oversight. Next step: request a proposal once the scope is clear.
- Formal DPO designation
- Yes — DPO oversight, operational delivery and management decision rights are kept clearly separated.
Legal clarification
Where the law requires an organisation to designate a DPO, senior privacy advisory support or a managed privacy programme does not by itself fulfil that requirement. The organisation must formally designate a DPO, whether the role is fulfilled internally or through an external service arrangement. Choosing a model here is not an appointment or booking — the appointment, responsibilities and scope are agreed in writing.
Not sure whether your organisation needs a DPO? Under Article 37 of the UK GDPR it depends on your processing. Read: Do You Need a Data Protection Officer?

Capacity, continuity and escalation: points to confirm in your proposal
The service is scoped to your requirement, not sold as unlimited access. Before appointment, confirm the following for your engagement:
- The proposed designated DPO, relevant experience and availability
- Allocated capacity, access arrangements and activity-volume assumptions
- Meeting and reporting cadence, and access to senior management
- Continuity arrangements when the usual contact is unavailable
- Urgent escalation route and any agreed response expectations
- Separately scoped operational work and how changes affect scope and fees
These are engagement-specific matters to confirm, not published service-level guarantees. Appointment, responsibilities and scope are agreed in writing.
Practitioner allocation, absence cover, escalation and communication channels are confirmed in the contract or during mobilisation.
Getting started
How a DPO engagement starts
Mobilisation happens once, at the start. The six-stage governance cycle below then runs for the life of the engagement. Your organisation keeps its statutory and organisational responsibilities throughout. Timescales are agreed for each engagement.
- 01
Assess
Assess your requirements, relevant processing, potential conflicts of interest and the appropriate service model.
- 02
Designate
Where a formal appointment applies, agree and document it, with practitioner responsibilities, independence and reporting arrangements.
- 03
Contact
Where a DPO is formally designated, establish appropriate contact arrangements and support your organisation in publishing the DPO contact details and communicating them to the ICO.
- 04
Baseline
Establish the initial baseline of privacy governance, risk and assurance evidence.
- 05
Operate
Begin the agreed ongoing advice, monitoring, escalation and reporting.
Mobilisation leads into the continuing Oversee → Advise → Monitor → Challenge → Evidence → Report cycle.
How it works
The DPO governance cycle: oversight, advice and escalation
The same cycle repeats across the engagement. The mandate, priorities and reporting rhythm are agreed at commencement and reviewed as the organisation changes.
Oversee
Maintain independent visibility of material privacy matters.
Advise
Provide practical, risk-based advice on material decisions.
Monitor
Monitor relevant obligations, risks, actions and controls.
Challenge
Provide independent challenge and escalate material concerns.
Evidence
Maintain appropriate records of advice, oversight and decisions.
Report
Provide proportionate reporting to appropriate leadership.
Report feeds the next round of oversight. Delivered within IG-Smart’s wider Assess → Build → Manage → Assure → Improve approach.

How the work runs
How advice, monitoring and escalation work
A DPO appointment needs a workable route for advice, monitoring and escalation. We agree the reporting arrangements and priorities, review changes that affect personal information, record independent advice and bring unresolved matters to the appropriate level of management. Operational teams remain responsible for implementation; the organisation retains its accountability.
The operating cycle above already shows the recurring work. This section adds how each piece of advice is recorded and escalated. Review frequency, reporting format and outputs are agreed for each engagement, and urgent issues are escalated when they arise, not at the next review.
What leadership can receive
- An agreed summary of the matters reviewed and any material concerns.
- The independent advice given and management’s response to it.
- Actions that need a leadership decision, with an owner.
Report detail is proportionate to the engagement and protects confidentiality. It is not a blanket compliance attestation.
Scope and boundaries
A formal appointment is agreed expressly; senior privacy advisory support is not automatically a DPO appointment. Additional operational support may be scoped where conflicts are assessed and independence is protected. The DPO advises and monitors; management makes and records processing decisions. The organisation retains accountability.

A fictional organisation proposes a customer support system with overseas support access. No legal conclusion is provided by this example.
- Question
- What must be established before the support system is introduced?
- Scope
- Proposed support processing and access arrangements; other systems excluded.
- Evidence examined
- Draft data-flow summary and supplier proposal. Final contractual terms and access configuration have not been reviewed.
- Independent advice
- Confirm processing roles, access locations, necessity, security safeguards and whether further impact or transfer assessment is required. Record the reasoning before the go-live decision.
- Evidence limitation
- The proposal is insufficient to conclude that the final arrangement meets all applicable requirements.
- Management response
- Decision deferred while the service owner obtains the missing evidence.
- Implementation owner
- Client service owner, supported by procurement and relevant technical staff.
- Escalation trigger
- A planned launch before the evidence and management decision are documented.
- Next review
- After the missing documents and access arrangements are available; urgent changes escalated immediately.
- Closure evidence
- A recorded management decision, supporting assessment and follow-up review of agreed actions.
